Field of activity

According to the UN development index, Myanmar is one of the least developed countries in the world. Promotion of rural electrification is a central priority in the reformist government's first five-year plan. The National Electrification Plan (NEP), which was adopted in 2015, calls for 100% electrification of the country by 2030. The NEP outlines various options for rural electrification. In addition to the extension of the national grid, off-grid solutions to rural electrification are also being implemented. These include the wide scale dissemination of Solar Home Systems (SHS) and the development of small scale mini-grid projects utilizing renewable energies wherever possible. Myanmar possesses significant solar and hydro resources that can be harnessed to power these decentralized rural electrification projects. It is expected that mini grids will play a vital role within the NEP off-grid rollout.

The GIZ Promoting Rural Electrification Project (RELEC) is based in Yangon with field offices in Taunggyi the capital of Shan State and Naypyidaw, the administrative capital of the country. Launched in March 2016, RELEC will run until the end of February 2020.

The projects goal is to strengthen the capacities of state and private sector participants for planning, implementing and operating sustainable mini grid projects adopting renewable energy technology. The majority of such projects are solar and micro / mini hydropower projects in the less than 250kW size range.
RELEC focuses on four central fields of intervention: (1) policy and regulatory framework conditions, (2) human capacity development, (3) quality and innovation, and (4) private sector participation.

Your tasks

As project advisor, you will be responsible for managing the implementation of a diverse array of activities the project is currently involved with. This list is not exhaustive, however, provides an indicative view of the nature of the tasks you will be handling:

  • Developing concepts and business models for mini grid-based rural electrification projects and introducing these to the relevant government institutions and potential project developers
  • Advising on regulatory framework development and introduction for small-scale off-grid rural electrification and on-grid renewable energy projects
  • Supporting GIS-based planning activities as part of RELEC's support to the National Electrification Plan (NEP)
  • Planning and implementing pilot projects show casing specific technologies and implementation approaches
  • Planning and implementing Capacity Building measures addressing technical, economic and administrative themes relevant to the mini grid sector
  • Liaise with renewable energy project developers and service providers regarding implementation aspects of their projects
  • Identify and facilitate the transfer of suitable technology to the local mini grid sector. This will involve engaging with NGOs, associations and other relevant renewable energy support institutions
  • Identify and arrange capacity building / training programs for a range of different target groups active in the mini grid sector. This will include government bodies, project developers, service providers, equipment manufacturers

Your profile

  • University degree in a technical and/or economic subject that is relevant in the context of small scale renewable energy projects, preferably implemented as part of a rural electrification program
  • Over the course of your professional work you have acquired experience with mini-grids and are familiar with the technical, business, organisational and socio-economic aspects of rural electrification
  • Experience of working in developing countries, in particular rural environments
  • Specific technical knowledge of micro or mini hydropower would be a distinct advantage including familiarity with hydrology and GIS
  • You enjoy transferring technical and methodological skills through advising and training. Alongside your technical knowledge, you have strong analytical skills and are able to organise your work efficiently and to improvise and adjust to unforeseen changes in your work
  • Experience with organisational development approaches of the type commonly adopted by GIZ is desirable
  • Good communication and conflict sensitivity skills, business fluency in English. A good working knowledge of German would be a distinct advantage
